ECODIT prepared the environmental monograph of Morocco's Northwestern region (Rabat-Tangiers axis): surface area 30,000 km2, population 5.6 million (in 1994). ECODIT collected baseline data and conducted territorial surveys on the environmental and socio-economic conditions in the various localities and provinces of the region. ECODIT also prepared survey forms on the nine following themes: water quality, air quality, solid waste management, industrial pollution, coastal zone management, natural environment, urban environment, cultural and historical heritage, and municipal finances. ECODIT then prepared a socio-economic and environmental profile of each region that identifies environmental priority issues.  Based on this environmental assessment, and working closely with the Ministry of Environment, as well as regional and local governments, ECODIT then (1) formulated water, environmental and sustainable development strategies for each sub-region and (2) prepared regional environmental action plans to implement those strategies, with estimated implementation schedules and costs.  ECODIT developed a Geographic Information System (GIS) for the Northwestern region, which enables its users to identify those population centers, roads/highways, and watersheds with the highest exposure to liquid or solid pollution discharges into the environment.  ECODIT used a participatory consultative approach designed to involve all stakeholders early on and throughout the study.
