Mid-term Performance Evaluation of Hariyo Ban Project

ECODIT conducted a mid-term review of the Hariyo Ban (HB) project for USAID/Nepal. HB is USAID Nepal’s flagship project under the natural resources management (NRM) and climate change sector and began in August 2011. The results of the evaluation will be used by USAID to inform any necessary changes to improve HB implementation and the design of a new NRM project.HB is a complex project with multiple stakeholders and a vast scope. As such, a significant amount of time during the first year of the project was devoted to developing project strategies, fostering common understanding among partners and stakeholders, and conducting several studies to inform project planning.The team completed the evaluation within a nine-week timeframe, using methods that ensured gender and social dimensions were considered and emphasized. The methodology included a rapid review of project literature and team mobilization to: 1) prepare the evaluation itinerary,and 2) collect data through site visits to 14 districts. The site visits consisted of key informant interviews (KIIs) and focus group discussions (FGDs).Collected data was analyzed and used to complete the first draft of the Evaluation Report and subsequently complete the Final Evaluation Report and share findings, conclusions, and recommendations based on comments from USAID as well as the listening sessions with stakeholders conducted by the team.The evaluation conducted by ECODIT examined how effective the project’s strategies and approaches have been in addressing NRM and climate change issues and achieving desired goals and objectives. It also provided recommendations for possible modifications to enhance project implementation for the remaining performance period, (i.e., until August 2016).
