For the Federation of Municipalities of the caza of Byblos (13 member municipalities) and the US Trade and Development Agency, ECODIT conducted a feasibility study of solid waste management in the caza of Byblos (population of about 110,000). ECODIT assessed the current solid waste management (SWM) practices in the region and identified alternative waste treatment and disposal options over a 15-year horizon. ECODIT designed and implemented a public survey to ascertain public knowledge and attitudes regarding solid waste in the caza,in particular we interviewed about 125 urban and rural residents of the caza of Byblos using a public survey form designed by ECODIT specifically for this purpose. ECODIT also engaged in one-on-one consultations with key stakeholders and organized several public information and consultation workshops to educate stakeholders about the existing solid waste situation and available SWM options to improve it, obtain feedback and comments at key phases of the study, and seek the widest consensus possible on the most suitable long-term SWM solution. ECODIT also conducted a preliminary environmental assessment as well as cost-benefit and cost recovery analyses of the proposed SWM system.ECODIT prepared a conceptual engineering design of the selected SWM system, which included the rehabilitation of the existing dumpsite ($3 million project), the cleanup of the riverbed, a sorting plant, a composting plant, and a sanitary landfill. Finally ECODIT prepared a project implementation plan, including financial feasibility recommendations and risk management measures.
